Can't get appointments but surgery is empty

I recently tried to get an appointment here for a chest infection. I was unable to do so and had to go private for treatment. I have had to do this multiple times over the last year. I don't understand why it is so difficult to get appointments. When I call at 8am I am put in a long queue and cut off before I get through to anyone. When I have been able to get through I am regularly told there are no appointments. I have also noticed that the surgery is empty whenever I go in and there is no queue so would like to know what is causing this.
