Struggle getting appointment to sort referral

I filled in the appointment form but did not hear from the surgery. 2 days later I called them back and spoke to a rude receptionist who told me I needed to fill in the form. I explained that I had already done that and she said "well you need to fill in another one". I sent an email and did another form but still nothing. I then went to the surgery to speak to someone in person and I saw a kind and helpful receptionist who apologised and called me within an hour to tell me that my referral had been processed.
